5. What are "drilling restrictions?"

If "drilling restrictions" is not a useful phrase, suggest alternative phrases that modify restrictions that capture the affirmative prominently mentioned in the controversy paper.

This assignment should also vetting "extraction."

Im working on this, also on other ways to modify restrictions on fossil fuels.
