Is there an archive of the first round bids given out?

The 1st rounds up until 2005 can be found at http://groups.wfu.edu/NDT/Results/results.html in the multi-year results PDFs.

In 1971 and 1972, teams were able to qualify before the District selections by winning one of ten designated qualifying tournaments, by finishing second in a designated qualifying tournament that was won by a team that had previously won a qualifying tournament, or by being selected by the selection committee

1971 Pre-District qualifiers:

A. Tournament winners/ runner-ups
Southern California "X" - Scalise/Goodman
North Carolina - McGuire/Loveland
Loyola of LA "X" - Pierik/Bennett
UCLA - Hornstein/McNearny
Georgetown "X" - Perkins/Beales
Georgia - Martinson/Martinson
San Fernando Valley - Miller/Glazer
Canisius - Wagner/McKnight
Kansas - Beck/Prentiss

Note that only nine teams qualified by winning a qualifying tournament or finishing second.  

B. At Large Qualifiers: First Series
Southern California "O" - Winston/Palmieri
Northwestern - Strange/Welsh
Georgetown "O" - Siriani/Casebeer
Houston "X" - Goodnight/Cliff
Fullerton - Dolan/Peoples
Oberlin - Lasser/Misner
Santa Barbara - Grossman/Fernandez
MIT - Barry/Angland

C. District Qualifiers
27 teams then qualified through their districts

D. At Large Qualifiers: Second Series
Because only nine teams qualified through the ten tournament bid procedure, the number of Second Series At Large Qualifiers was increased from seven to eight  Those teams were announced on April 1, 1971, but the document from which I extracted the above information was authored by 1971 NDT Tournament Director John C Lehman before the final eight at-large qualifiers were announced.

Procedure #1:  Teams finishing first at one of ten designated qualifying tournaments, or finishing second if the winner had previously qualified
USC - Winston/Palmieri
North Carolina - Loveland/McGuire
USC - Goodman/Schofield
University of Utah - Weiler/Young
Canisius - McKnight/Deihl
GW - McKeen/Ledford
( UCLA tournament finalists NC and USC both had previously qualified )
Michigan - Black/Hartman lost to previously qualified North Carolina
( Dartmouth tournament winner Perkin/Beales declined invitation, runner-up Canisius had previously qualified )
San Fernando Valley State: Fernando/Glaser

Since only eight teams were selected through the ten tournament bid procedure, two bids were added to Procedure #5: At Large Invitations, Second Series

Procedure #2: At Large Invitations, First Series
Georgetown University - Ruch/Devine
Kansas University - Russell/Hensley
Northwestern - Brown/Welsh
Pittsburgh - Kearney/Strand
Redlands - Cates/Admundson
UCSB - Clough/Fernandez
Toledo - Fennell/DeMars
UCLA - Hornstein/McInerney
