Hi folks,

This paper is focused primarily on the verb.  Using demilitarize may offer some advantages over other alternatives or it may be another construction worth getting on the ballot.  It's out a bit earlier to help the other wording groups on the stem.  If folks have thoughts or concerns, let me know--there may be a bit more or another version before the meeting.  Thanks to Hester and a few other folks for comments on on earlier version of this paper.  Kevin
