Greetings,

I will be posting a series of documents today on the hard work by those working on the treaties paper.

We have several sub-documents completed by working groups that I will post today.

The first is the Stem Wording Paper written by Nick Brown & Cameron Norris.

What happens if the Senate fails to ratify START before the midterms recess? (The signing of START I preceded its ratification by 431 days.  START II never got out of the Duma, but the Senate finished with it 1118 days after its signing. Ratification of SORT took a mere 285 days. Obama and Medvedev signed the new START on April 8, or 164 days before GSU 2010.)

Discussing ratification of other major treaties in the shadow of an ongoing debate about START seems fraught with odd consequences.

Do we picture the plan escaping the Senate before START? Yikes... I have a neg strat or two to sell you (although after this year you already have the cards you need).

Or do we picture the plan passing the Senate right after START? No one seems to think fiat works that way, although the aff might be ok with it...
