2006-2007 Controversy papers

These papers were submitted as controversy paper proposals for the 2006-2007 topic.

When we moved from the old cedatopic site to the forums we wanted to build a full topic archive.  I had thought that these papers were already on the site. I corrected the mistake today.

We will soon have a robust and permanent library of topic work. As authors consider drafting a new paper they can both use the content and format to inform their work.

Good question. I can imagine this seemed a little odd without explanation.
