Dear Colleagues,
The University of California at Berkeley and California State University at Chico are pleased to announce the 2013 Cal Chico Debate Tournament to be held on the Berkeley campus on January 18-20, 2014.  The tournament will once again offer six preliminary rounds of team policy debate as well as appropriate elimination rounds in Open, Junior and Novice divisions, allowing plenty of time for you to enjoy the downtown Berkeley area while competing in a quality tournament.  Preliminary rounds will be held on the main Berkeley campus with elimination rounds being held at the tournament hotel on Monday. 

The tournament hotel this year will be the same facility as last year – the Walnut Creek Marriott.  The hotel has maintained the great rate of $89 per night plus taxes and fees.  That price includes both free parking and free internet.  You can make reservations by calling (925) 934-2000 or (800) 828-5613 and asking for the University of California Forensics block.  Please be sure to double-check the dates as there are high school blocks for the month of February.  The cutoff date for reservations will be December 21, so please be sure to make your reservations by then.  The hotel is about 15-20 minutes from campus and is near a BART station and downtown Walnut Creek where there are numerous shopping and dining options.

In the interest of making the tournament both affordable and enjoyable, we have lowered the per person fee to $40 and cut out the Sunday lunch on campus.  This will allow people to enjoy lunch in the downtown area and save a little on the entry fees.  A light breakfast will be available on campus both prelim days, lunch will still be served on campus on Saturday (in the interest of keeping the tournament running on time to get people out earlier) and we will have light breakfast and snacks available on Sunday at the hotel.  Sunday will still finish plenty early to enjoy a dinner out in Berkeley as well.

Entries and Elimination Rounds:  Online entry is available at  We will follow CEDA guidelines for Novice and Junior eligibility.   Divisions will be collapsed if there are not enough teams from enough different schools to support six rounds of preliminary competition.  We will do our best to protect the Novice division from being collapsed.  We will clear all winning records.  For collapsed divisions we may have a breakout final round, dependent on the judging situation.

Procedures:  Brackets will not be broken for elimination round competition and sides in elimination rounds will be determined by a coin flip unless opponents met in the preliminary rounds.  Hybrids will be allowed to enter, but mavericks are not.  Our tournament supports and adheres to the CEDA Sexual Harassment and Anti-Discrimination policies.

Time limits:  The time limits will be 9-3-6 with 10 minutes prep for each side.

Transportation:  For those flying, the Oakland International Airport is the easiest airport to use, much closer to campus and easier to navigate than other Bay Area airports.  If you are flying, you will need to rent a vehicle as we are not providing evidence shuttle or other forms of transportation to and from the tournament hotel. 

Parking:  Parking is free at the hotel all weekend, but you will need to pay for parking on campus on Saturday.  There are a series of parking lots near campus on Bancroft.  The easiest one to access is probably the MLK Student Union lot, which is past Telegraph on the campus side of Bancroft as you are going down the hill.  Street parking is free on Sundays.

Hospitality:  We will offer a light breakfast each morning on campus and will provide lunch on campus on Saturday and snacks and such throughout the tournament.  There are numerous options for eating within walking distance of both campus and the hotel as well.

Campus policies:  The Berkeley campus is a smoke-free campus.  There is no smoking in any building on campus and by California law, you are required to be at least 50 feet from any entrance to a building.  Please abide by this policy so that we may continue to use the facilities in the future.  Berkeley is also a drug and alcohol free campus. 

Fees: Fees are $40 per person attending the event.  This includes competitors, coaches and observers.
Judging:  Each school is expected to provide three rounds of preliminary judging per team.  Each judge will also be obligated for the first elimination round and/or one round beyond the elimination of their team.  We will use a preference system for prelims and elims.  Specific information on the system will be sent to entered teams well in advance of the preference entry deadline. 

All judges are expected to render a decision within 2 hours and 45 minutes of the start time of the debate.  Failure to do so will result in the tournament deciding the round by coin flip.  Each judge must designate one, and only one, team as the winner.  Points may be awarded on the 30 point scale using tenths.

8:30 AM – Round 1
11:30 AM – Round 2
1:30 PM – Lunch provided on campus
3:00 PM – Round 3
6:30 PM – Round 4

Sunday, January 19, 2014
8:00 AM – Pairings released online – continental breakfast on campus
9:00 AM – Round 5
11:30 AM – Lunch on your own
1:00 PM – Round 6
4:30 PM – Awards Ceremony on campus
5:00 PM – First elimination round in all divisions

Monday, January 20, 2014
7:30 AM – Pairings released for elimination round online
8:30 AM – Subsequent elimination rounds begin at Marriott, bottom floor
All elimination rounds will take place in the hotel and will begin ASAP as decisions allow.
